3 years after Oct. 7, Israel has overhauled the defense of Gaza border communities

Three years after the October 7th Hamas massacre, the IDF Southern Command has significantly overhauled the defense of Israeli communities bordering Gaza, as detailed in a JNS briefing on September 10th. The enhanced "Hagmar" (regional defense) framework now integrates strengthened local security squads, new reserve forces, and advanced technology to prevent future attacks. Key improvements include:

• Communities are classified by proximity to the border, with frontline areas receiving more robust defensive components.
• Security infrastructure like fences, roads, and lighting have been upgraded, alongside new technological capabilities such as cameras and 24/7 regional command centers.
• The "Magen 48" program has increased training for local security squads from twice to eight times a year, utilizing advanced simulations and equipping them with additional weapons, protective gear, and drones for real-time aerial situational awareness.
• New reserve units (Avshalom, Oz, and Yael) have been established to provide a continuous military presence, filling gaps when civilian team members are unavailable.
• The IDF has developed the "Netz" app for real-time situational awareness and command-and-control during incidents, allowing local responders to communicate and share information effectively.

A senior IDF Southern Command official stated, "The goal is to build the capability so that every community can provide an immediate response and defend itself." The official also noted that while the Hagmar system existed before October 7th, it "simply wasn’t at the level it is today," with a much greater emphasis on training, equipment, and preparedness.
