EU foreign ministers failed to reach an agreement on sanctions targeting Jewish communities in Judea and Samaria during a meeting in Brussels, Israeli Foreign Minister Gideon Sa'ar announced. Sa'ar tweeted, "There was no consensus. There was no qualified majority. In fact, there was no majority at all." However, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas referred the matter to the Committee of Permanent Representatives (COREPER) to keep the campaign alive. Kallas stated, "Everybody agrees that the situation in the West Bank is really intolerable." The European Commission had previously circulated options to restrict trade with these communities, which could be adopted as a trade instrument requiring a qualified majority rather than unanimity. Twenty of the EU's 27 member states, led by France and Sweden, had urged the commission to propose trade restrictions.
