Galilee man, 19, indicted over alleged ISIS allegiance

A 19-year-old man from the Bedouin community of Shibli, Yaqoub Shibli, was indicted on Monday for alleged affiliation with ISIS. He was arrested on August 16 following a joint operation by the Israel Police and Shin Bet. Investigators stated he expressed support for ISIS, viewed related material, and swore allegiance to the group. This is the fourth recent indictment in northern Israel concerning alleged identification or affiliation with ISIS.

• On September 2, Khamis Sawaed, a man in his 30s from the Galilee, was indicted for identifying with ISIS and intending to join as a combatant in Syria. He reportedly watched instructional material on combat and weapons.
• On August 28, two northern Israel residents were indicted for allegedly pledging allegiance to ISIS and planning terror attacks.
• One suspect, a 16-year-old from the Galilee, was arrested on August 4 for contacting ISIS-linked elements, pledging allegiance, and searching for instructions on making explosive belts to attack Jewish officers and soldiers on the Temple Mount.
• The other, Ibrahim Kaabia, 19, of Haifa, was arrested later and also allegedly pledged allegiance to ISIS, planning an attack against an IDF base in northern Israel.

The police and Shin Bet view the involvement of Israeli citizens in such activities with "great seriousness" and are committed to thwarting these threats.
