Greatest antisemitic terrorist threat in Europe stems from jihadist terrorism, new report finds

A new report by the International Centre for Counter-Terrorism (ICCT) and the European Jewish Congress (EJC) found that jihadist terrorism poses the greatest antisemitic terrorist threat in Europe. The year-long monitoring exercise in 2025 across EU member states, the UK, and Switzerland identified 254 offline antisemitic incidents, with Germany and France accounting for nearly half. While vandalism was the most common incident type (131 cases), the report highlighted two IS-inspired jihadist terrorist attacks: a stabbing near the Holocaust Memorial in Berlin and the Yom Kippur attack in Manchester. The report emphasizes that antisemitism is a “persistent feature of everyday life affecting Jewish communities across Europe” and that state-backed terrorism, potentially linked to Iran, also constitutes a significant threat.
