Castro faces state assault charges for shooting Julio Cesar Sosa-Celis in the leg and federal charges for allegedly lying to investigators, claiming Sosa-Celis attacked him with a shovel and broom, which video evidence disproved. His arrest followed a standoff where Texas Governor Greg Abbott initially refused extradition to Minnesota, questioning whether Castro was a fugitive since DHS had reassigned him to Texas. Castro was ultimately released on bond from federal custody in Texas earlier this month after an initial court appearance on the federal charges. Hennepin County Attorney Mary Moriarty stated, "Governor Abbott's attempt to shield Mr. Castro from accountability has failed. We look forward to commencing our prosecution." Castro is expected to appear in state court in Minneapolis on Thursday and federal court in St. Paul on Friday.
