To secure victory in the upcoming elections, the state-oriented Zionist bloc, referred to as the “serving bloc,” must adopt a unified strategy focused on gaining 5-6 seats from the “evaders bloc” rather than internal competition. This strategy, as outlined by Liberman, rests on five key principles:

• Increasing overall voter turnout, especially among mainstream Israelis, to reach 76%.
• Preventing the waste of votes by discouraging smaller parties from running, as they are unlikely to cross the electoral threshold and could cost the bloc 3-4 seats. Voters are urged to cast a strategic vote for one of the four main parties.
• Focusing on common ground issues such as a state commission of inquiry, equal burden sharing, core curriculum studies, and restoring personal security, rather than divisive topics like a Palestinian state.
• Maximizing each party's electoral potential by allowing leaders to run as prime ministerial candidates, as endorsing another candidate could lead to significant vote loss.
• Presenting a winning formula after the election that all parties will accept, with a prime ministerial candidate announced shortly after the results.
