Mamdani’s vision of NY as ‘a city of international law’ runs up against reality

Zohran Mamdani, a former New York City mayoral candidate, initially pledged in late 2024 to arrest Prime Minister Benjamin Netanyahu if he visited New York, stating, "As mayor, New York City would arrest Benjamin Netanyahu." Mamdani cited an International Criminal Court (ICC) arrest warrant, despite the U.S. not being a party to the ICC and legal scholars consistently asserting that a city mayor lacks the authority to arrest a foreign head of state. On Tuesday night, Mamdani reversed his stance, acknowledging, "It is clear we do not have the independent legal authority to enforce this warrant." This admission came after over a year and a half, during which he maintained his pledge despite legal obstacles, highlighting the city's lack of jurisdiction over international law and foreign affairs, which are federal prerogatives.
