Russia charges Telegram founder Pavel Durov with terrorism, issues arrest warrant

Russia's Federal Security Service (FSB) announced Wednesday that it has charged Telegram founder Pavel Durov with facilitating terrorist activities and issued an international arrest warrant for him. The FSB alleges Telegram failed to remove material "used by Ukrainian special services and by terrorist and extremist organizations to prepare and coordinate acts of sabotage and terrorism, mass killings, and cyber-fraud operations within the Russian Federation." Durov, who holds Emirati and French passports, previously founded VKontakte and has faced pressure from Russian authorities regarding Telegram's content. French authorities are also investigating Durov over similar allegations of failing to counter criminal activity on the platform, which he denies.
