Senior US officials detail plan to disarm Hamas, ensure Oct. 7 'never happens again'

Senior US officials detailed a plan to disarm Hamas and prevent future attacks during a press conference. The proposal, which aims to "really change the game in Gaza," involves a strategic framework and intensive implementation, differing from previous approaches. It has garnered support from the Arab world, with Turkey, Qatar, and Egypt playing essential roles in maintaining the ceasefire. The plan includes establishing the National Committee for the Administration of Gaza (NCAG), a Palestinian-led government, as an alternative to the Palestinian Authority. This technocratic government will focus on reconstruction and developing Gaza's workforce.

"We need to obviously focus on getting the hostages released. We need to get the the bodies home, and we need to also make sure that this [the October 7 massacre] never happens again."

The agreement, built on "zero trust" between Hamas and Israel, ensures a complete monopoly over weapons, the decommissioning of heavy weapons, dismantling of depots, and elimination of Gaza's tunnel network, with the International Stabilization Force handling heavy weapons and tunnels. All armed factions in Gaza must be demilitarized. An internal social peace agreement between Gaza's factions is also included to prevent internal violence. Full implementation is expected to take 200-300 days, with each stage dependent on the completion of the previous one.
