Rahm Emanuel, former White House Chief of Staff, delivered a significant speech at Tel Aviv University, warning that US-Israeli relations are at a crossroads. He argued that Prime Minister Netanyahu's government has led Israel into a "dead end" and criticized past US policy for blindly supporting Israel without conditions. Emanuel stated, "For too long, American policy toward Israel operated under the assumption that the best thing Washington could do for Jerusalem was to blindly and silently stand behind your government, without conditions, without demands, and without consequences when we disagreed. That has been our mistake." He proposed phasing out direct US military aid, suggesting Israel, now wealthier, should purchase weapons outright to encourage more judicious use of force. Additionally, Emanuel advocated for a "23-state solution," where Israel would embrace a two-state solution in exchange for recognition from all Arab League members, an idea rooted in the 2002 Arab Peace Initiative.
