JCAP petitions Israeli gov't to restrict Turkish embassy's power, immunities

The Jerusalem Center for Applied Policy (JCAP) has published a policy paper urging the Israeli government to restrict the activities and immunities of the Turkish consulate in Jerusalem. Authored by retired ambassador Ran Yishai, the paper argues that the consulate primarily functions as a representative office to the Palestinian Authority, not to Israel, and therefore should not receive full diplomatic benefits. Yishai stated, "For years Turkey has undermined Israel's sovereignty, while Israel turned a blind eye."

• Recommendations include revoking diplomatic benefits, canceling work visas, limiting freedom of movement, and removing immunity from diplomatic vehicles for unaccredited representatives.
• JCAP also suggests reviewing the activities of Turkish institutions like the Yunus Emre cultural center and the TIKA aid agency, and examining allegations of illegal construction.
• The paper proposes ending dual roles for diplomatic staff accredited to Israel who also hold positions within the Turkish consulate in Jerusalem.
• As an alternative, Turkey could move its embassy to Jerusalem, recognizing Israeli sovereignty, and close its consulate operating with the Palestinian Authority.
